Use the precise checkpoint snapshot for application thread eviction

      When precise checkpoint is enabled, we allow eviction to use the checkpoint snapshot as its visibility boundary instead of the oldest transaction ID as part of WT-17680

      We want to align the visibility logic between eviction worker threads and application threads and have application threads doing eviction also use that snapshot as their visibility horizon.
