At present read_load and write_load metrics are calculated only if the load_control module is enabled, as the calculation was in the hot path, whenever a cache state changes, read_load/write_load were calculated.

The scope of this ticket is to make the metrics available in general. 

The calculation will be moved to stats cursor fetch path, to mitigate the performance change.
