      Background

      WT-17254 adds overwrite=true remove support for layered follower cursors. test/format's disagg.mode=switch issues fresh, unvalidated random removes on the follower rather than replaying leader-confirmed deletes, so it currently forces overwrite=false around its own unpositioned follower removes to avoid exercising the overwrite=true path there.

      Proposal

      Once WT-18042 (supporting two tombstones landing on the same key) is fixed, remove the temporary overwrite=false workaround in test/format and let it exercise overwrite=true removes on the follower like a real workload would.

      This ticket is blocked by WT-18042.
