      This comes out of the investigation in WT-17617. There is a POC for this.

      Finish hoisting the checkpoint config parsing out of the dhandle loop.  This idea was attempted as part of WT-17198 / PR #13569, reverted the day after merge. Some of the work has been since merged in, but it hasn't been completely done.

      Basically configuration parsing is expensive, and shouldn't be done inside a loop, especially while holding the checkpoint lock.
