This ticket tracks the work that needs to be done on the backend to enable the s_outdated_fixmes script to run on Evergreen.

1. Add an Evergreen task definition in evergreen.yml that calls s_outdated_fixmes.
2. Schedule the task to run once a day.
3. Create a service account for the s_outdated_fixme script.
4. Create a Personal Access Token (PAT) for that service account.
5. Add the PAT details as a CI secret in Evergreen.
6. Create a dashboard that shows all tickets that have an "outdated-fixme" label. This can go on the Single Pane of Glass.
