Per investigations performed in WT-17617 a large cause of the regression is a result of re-opening stable table dhandles. This is done every time the system picks up a new checkpoint. However given blind writes, we may not actually need the stable handle at all. We should PoC this mechanism and evaluate it against the new target workloads.
This will have implications on availability, mitigations will need to be considered.
