      Currently test_layered_async_stepdown02.py contains a test_stress_random_ops test that performs randomized ops split across the step down.

      Given we have a python stress test already, this ticket is to extend  the existing test_layered_cursor_stress.py with step-up/step-down scenarios to cover all the different cases, so we can remove test_stress_random_ops from test_layered_async_stepdown02.
