We need to work out a detailed rollout plan for deploying the Tombstone encoding data format change to all DSC Atlas cluster, leading to Public Preview. 

Tasks/milestones include:

• Confirm customer commitment about PrP cluster data wiping 
• Document the 3 streams of rollout/data-migration paths and get LGTM from stakeholders
  • Freshly built PuP clusters (Aug 10?) need to use a version including Tombstone encoding change (to write the new data format).
  • Existing non-prod PrP clusters will be destroyed. No data migration (export/import) will be done to the newly built non-prod PuP clusters (TBC).
  • Existing prod PrP clusters need scan & data format fixup during data migration (export/import) to the new PuP clusters.
• Draft a timeline for the above rollout plan with risk assessment
