Remove the unused WT_BTREE_NO_CHECKPOINT btree flag

      Nothing has set WT_BTREE_NO_CHECKPOINT since WT-18587 removed tiered storage, but three places still test it: _wt_conn_dhandle_close, wt_checkpoint_get_handles and _rec_is_checkpoint. Remove those tests and the flag definition in btree.h, regenerating the flag values.
