We're seeing long step-ups (follower→leader promotion) on clusters and currently only have a single end-to-end disagg_step_up_time stat — no visibility into which phase of step-up is slow. This makes it hard to tell whether a slow step-up is spent waiting on deferred checkpoint pickup, restarting the checkpoint, creating missing stable tables, or draining ingest tables.
