Problem

Reconciliation uses a static WT_TIME_AGGREGATE local across concurrent calls, creating a real data race. The initialization writes identical constants, so the corruption window is narrow, but the fix is inexpensive.

Proposed work

• Replace the static WT_TIME_AGGREGATE local with a stack local initialized per invocation.

• Run concurrent reconcile coverage under ThreadSanitizer or the team’s equivalent race detector.
