test_layered_schema32 calls the sqlite3 binary, but it finds it using the WT_BUILDDIR environment variable, instead of using the more robust and portable solution, which is to get it via:

wt_builddir = test_util.find_build_dir()

like the other tests, such as test_disagg_util02 and helper_disagg, or using:

from run import wt_builddir

as in test_disagg_util03.

The current solution breaks whenever the test/suite caller does not set the environment variable, which often happens when the test is run by Claude's agents.
