Rename ckpt_cfg to cfg in __clayered_open_ingest

      In src/cursor/cur_layered.c, __clayered_open_ingest names its open-cursor configuration array ckpt_cfg. This is misleading: the ingest btree is never a checkpoint, and the array only holds the base WT_SESSION::open_cursor configuration.

      Rename ckpt_cfg to cfg. No behavior change is intended.
