Update the minimum cache size used by test/format

      We've seen some hangs in Jenkins testing related to configuring tiny (1MB) cache sizes with many threaded workloads.

      I've opened WT-2116 to stop WiredTiger hanging forever when the cache gets stuck full.

      I also think it's worthwhile updating test/format so that it configures a cache size that's going to get some work done.
