If reconciliation fails, there are problems with object tracking: I'm suspicious object tracking will leave objects in unexpected states, specificially, we "reset" overflow object state as part of object tracking wrap-up, not when reconciliation starts. At the least, this needs to be flipped so that object tracking state is reset each time reconciliation starts.
