WTPERF Truncate has no ability to catch up when it falls behind

      WTPERF Truncate has no ability to catch up when it falls behind.

      Currently, with certain workloads we can insert at a greater rate than truncation can keep up with.

      In these cases it would be valuable to be able to increase the size of the truncations to attempt to keep up.
