      Add WT_CONNECTION::config and WT_CURSOR::config methods

      WT_CONNECTION::config supports the cache_size, error_prefix, eviction_target, eviction_trigger, and verbose strings.

      WT_CURSOR::config supports the append and overwrite strings.

      Closes WT-239.
