Test that measures idle CPU usage fails under valgrind

      We added a new test to make check to ensure that WiredTiger doesn't have excessive usage of condition variable notifications and wake-ups when a database is idle.

      The metric for measuring success is CPU usages, which is a lot higher when WiredTiger is run under valgrind or something similar.
