Enhance eviction_dirty_trigger to help bound checkpoint duration

      At the moment checkpoint operations can take an arbitrarily large amount of time, due to the cache being full of dirty content. There is a mechanism to limit the amount of dirty content in the cache, but tuning it down to a small number is detrimental to throughput. We need to improve how dirty target works.
