WT doesn't checkpoint closed files if drop is configured

      Michael, currently we don't checkpoint closed objects if the checkpoint is configured for drop; that seems wrong to me, since such a checkpoint is likely to be intended to reclaim space from the system?

      Should we change __wt_txn_checkpoint() to checkpoint closed files if drop is configured?
