Enhance Jenkins Windows pull request builder to run faster

      It is currently taking 20 minutes for the Windows pull request tester to finish. That's an annoyingly long time to wait.

      Ideally it would take more like 5 minutes. Things I think are worth trying:

      • Getting the Python tests running in parallel on Windows
      • Reducing the number of tests that are run
