Windows unit tests can occasionally timeout running the python suite

      When running the unit test suite on Windows there can occasionally be times when a run of test_txn* (normally test_txn07) can cause the builder to time out.

      The following can be seen in logs

      test_compact02.test_compact02.test_compact02 -s 5 (file.1mb.8KB) ... ok
      test_compact02.test_compact02.test_compact02 -s 6 (file.1mb.64KB) ... ok
      test_compact02.test_compact02.test_compact02 -s 7 (file.1mb.128KB) ... Build timed out (after 45 minutes). Marking the build as failed.
      Build was aborted
      

      And

      test_txn07.test_txn07.test_ops -s 47 (var.trunc-both.t1r.none) ... ok
      test_txn07.test_txn07.test_ops -s 48 (var.trunc-start.t1c.nop) ... skipped 'compression extension "z:\\jenkins\\workspace\\wiredtiger-test-unit-windows\\ext/compressors\\nop\\.libs\\libwiredtiger_nop.so" not built'
      test_txn07.test_txn07.test_ops -s 49 (var.trunc-start.t1c.snappy) ... skipped 'compression extension "z:\\jenkins\\workspace\\wiredtiger-test-unit-windows\\ext/compressors\\snappy\\.libs\\libwiredtiger_snappy.so" not built'
