Currently, there is no way to specify WT as a dependancy for python. User has to build WT manually, instead of setuptools doing this job. The problem is that setup.py is called at the time of installing WT, which, in my opinion, should be the other way around, meaning, setup.py should call all commands to (if not already available) build WT and a swig extension.
