Format test failure

      I'm seeing an odd failure with format test and LSM. The output is:

      format $ ./t -l -c config3
      t: process 96489
      file:wt-000027.bf [session.open_cursor]: bulk-load is only supported on newly created objects: Invalid argument
      file:wt-000029.bf [session.open_cursor]: bulk-load is only supported on newly created objects: Invalid argument
      file:wt-000035.bf [session.open_cursor]: bulk-load is only supported on newly created objects: Invalid argument
      1: row-store lsm

      The config file is:
      ops=10000
      rows=100000
      cache=100
      threads=1
      runs=1
      data_source=lsm
      reverse=0
      bzip=0
      value_min=10
      dictionary=1

      I have not been able to capture the failure in a debugger, or with additional print statements.
