Add more aggressive compile warning flags to Jenkins Windows job

      Some issues are slipping through the cracks because our Jenkins Windows jobs don't configure strict compiler warnings as errors. An example set that would be valuable are:

       "CFLAGS=/Gv /wd4090 /wd4996 /we4047 /we4024 /TC /we4100 /w4133"

      The jobs in question are: http://build.wiredtiger.com:8080/job/wiredtiger-test-unit-windows and http://build.wiredtiger.com:8080/job/wiredtiger-pull-request-windows/
