Extend timestamp test to trigger eviction

      We have a Python test case called test_timestamp07 that is designed to test timestamps while eviction is happening and to ensure that eviction proceeds when timestamps are in use.

      The test case has been hobbled while we are resolving issues with timestamps and eviction. The tickets that need to be fixed are WT-3435 and WT-3537.

      The test was hobbled in WT-3525
