When API tracking was added to the verbose options we made verbose logging conditionally compilable to limit performance consequences.

We should review that decision, and remove the conditional nature of verbose calls and --enable-verbose from our configure options.

If there is a performance cost to enabling verbose options even when not using them, we should work to mitigate that cost by removing some verbose tracking as part of this change.
