Have checkpoints be less IO hungry in low throughput workloads

      The additional IO load triggered by checkpoints can lead to application operations average and maximum latency being affected. In workloads where checkpoints can be completed in a short period of time it may be beneficial to spread the IO load generated by checkpoints out over a longer period in order to reduce the influence checkpoints have on application operations.
