Add support for string formats with WT_CURSOR::modify

Many of our test cases use NUL terminated strings, and the WT_CURSOR::modify API only supports WT_ITEM based formats. If we add support for modifying strings, it would make it simpler to significantly expand our test coverage of WT_CURSOR::modify.
