Commit timestamp should be > stable timestamp

      daniel.gottlieb indicates that they believe it should be an error if a commit transaction is equal to the stable timestamp. Right now we only test and error if it is less than. The code changes for this are very small. The same consideration should be given for the oldest timestamp.
