Set the recovery timestamp even if recovery doesn't run

      The recently added code for WT-3905 to set a recovery timestamp is not executed if recovery does not run. Recovery will be skipped in some cases such as the LSN in the turtle file being set to MAX_LSN. That can happen if the user runs the wt command without enabling logging.
