      We thought this was done as part of WT-1228, but it turns out that sessions that are created with no configuration string do not call the reconfigure function, so the WT_SESSION_CACHE_CURSORS flag is not enabled. This is easily testable by removing session configuration from test_cursor13.py in the Python test suite.
