Enhance WiredTiger Jenkins pull request tester for old branches

      The Jenkins pull request tester (http://build.wiredtiger.com:8080/job/wiredtiger-pull-request/4015/) currently attempts to execute exactly the same set of tests regardless of the base branch - which means that old branches generally report failures.

      We should enhance the job and it's sub-jobs so they don't fail when testing backports.
