      There is a relationship between downgrading via WT_SESSION::reconfigure and incremental backups - in that downgrade forces log file archiving, but incremental backup needs to own log file archiving.

      We should report an error if a user attempts to continue creating an incremental backup after a downgrade.

      This is related to work done in WT-4122 and WT-3355
