      Description

      Rollback to stable test failed on Windows pull request job (on 'windows-builder').

      This was happening on a pull request testing but changes of the pull request has nothing to do with rollback to stable or timestamp areas.

      Worth to note WT-4144 fixed a similar issue recently.
