Improve API documentation to cover various timestamps

      There are currently multiple "timestamp" concepts supported in WiredTiger implementation for different scenarios/contexts - stable timestamp, oldest timestamp, recovery timestamp, read timestamp, pinned timestamp, checkpoint timestamp, etc. Would be great to have them covered (if applicable) and elaborated in the WiredTiger API documentation.
