Improve fast path WT_SESSION:alter

      When users call WT_SESSION::alter but aren't changing any configuration options, we don't make any changes to the schema operations, but we do still acquire the checkpoint and schema locks.

      Ideally we wouldn't acquire the locks at all if nothing is being changed.
