When using throttling with workgen, I often see the number of operations far exceed the throttle for many seconds in a row. Yes, it is possible for the number of ops to waver on either side of the throttle value for any particular couple of seconds, but when it only exceeds it for many seconds, that implies it isn't actually throttling.
