The compact operation can run for a long time, it would be valuable to give users the ability to log periodic information about how a compact operation is progressing. The number of messages should be constrained to at most 1 per second - in order to avoid overwhelming logging when the flag is enabled.

We did similar work to track information about checkpoints in WT-3223 - we should use the same mechanism for this work.
