Add test coverage for automatic modify calculations

      There are a couple of options for approaching this work:

      1. We could create some C test cases that exercise the C API.
      2. We could add a SWIG wrapper around the new modify operation, and test via Python test cases.
      3. We could extend the existing test/format usage of modify to use the new API.
