In WT-4442 using the duplicate backup cursor interface and archiving results in the error message incremental backup not possible when automatic log archival configured. That is incorrect.
Fix the code to not report that error on a duplicate backup cursor. Fix test_backup10.py to use both archiving settings to verify.
