Upgrade to v3 toolchain for Evergreen tests

      We are working on upgrading the MongoDB build to the V3 toolchain. We are able to update all of the files we need, except src/third_party/wiredtiger/test/evergreen.yml, which comes in via the WT drop process.

      That file will need a quick update immediately after the V3 toolchain goes live on MongoDB master.
