As part of WT-4447, some changes to workgen were needed to get add more "burst" to the behavior of throttling, similar to the way wtperf throttles.  At the same time, we have been working with some extreme test scenarios, that include periodic "storms" of read or update traffic.  We should incorporate the workgen changes and include the new test scripts.
