test/format should drop core even when deadlocked

      In WT-4577, test/format hung trying to dump the cache after its "15 minute timeout". That process hung for 3 days. It would be helpful to detect that hang, say with a SIGALRM after a minute, and cause format to drop core so that we can get info on potential deadlocks or other issues and have a core file in the Jenkins tarball.
