      SERVER-41048 tracks regression in transaction performance with storage statistics collection. I have measured that regression to be mostly because of re-creating and closing the statistics cursor on the session with each operation.

      This ticket is to enable statistics cursor caching. This should mitigate the regression seen in SERVER-41048
