Don't disallow LSM configurations in test/format

      In investigating WT-4608 and trying to repro, I ran the CONFIG from this failure http://build.wiredtiger.com:8080/job/wiredtiger-test-format-stress-zseries/48093/.

      All CONFIGs in WT-4608 use LSM. However when I run test/format with any CONFIG from that ticket, it changes the data source to table and does not create any LSM files.
