Add compatibility support for gcc-9 and clang-8

      gcc-9 and clang-8 have been released, we need to update our Jenkins compiler test to include them.

      We should probably upgrade any other gcc/clang releases as needed.

      This is reasonably urgent, we don't want the upcoming release to not compile with current compilers.
