Disable the logic of selecting dhandles randomly for finding eviction candidates. This was introduced as part of WT-4732 and has been somewhat problematic. We need more testing and fine-tuning around that code before we enable it back again.
WT-4802 is filed to improve and re-enable random dhandle selection.
