Ticket WT-4928 ended up with clang-scan testing restructured, but turned off in Jenkins Pull Request testing.

We always use the same clang version for testing now, so compare the clang-scan output against the expected output and exit failure/success based on that comparison.

Note, this implies updating the expected output whenever a new release of clang is installed on the Jenkins test platforms.
