Add a Python test ensuring skipping clean checkpoints works

      We fixed a bug in WT-4939 which meant that we were never skipping checkpoint creation due to an incorrect conditional check. We should add a Python test or extend an existing one to make sure we don't introduce a similar bug in the future.
